Your MacBook Air isn't running ANY version of iOS. iOS is for iPhone. If you're referring to the iPad Air, that runs iPadOS. Your MacBook Air runs MacOS. To determine which OS version your MacBook Air is running, click the Apple in the upper left corner, then select "About This Mac".

High Sierra's last version was 10.13.6 There is no 10.16 anything.
Downloading any macOS installer from the App Store does not install the operating system. You have to run the installer in order to upgrade. You can find it in the Applications folder.
