App Store Sign In Loop

If you haven't done so already, restart your iPhone. Sometimes a simple restart can fix minor issues. Also test to see if you can review the app when you're connected to a different network. If you have VPN or security software installed, try disabling them temporarily to see if you notice a difference.

Although the title of this article doesn't reflect the exact issue, some of the steps may be helpful: If you can't connect to the App Store, iTunes Store, or other Apple services. Specific steps to try would be making sure you're running the latest iOS version, and checking the Date & Time setting on your iPhone: Update your iPhone, iPad, or iPod touch.

Just to clarify, are you able to use the App Store normally aside from attempting to leave a review for that one app? In other words, can you search for and download apps without any issues? If you try to leave a review for a different app do you notice the same behavior? The answers to those questions will help with isolating the issue further.
