Buyer keeps saying the phone is connected to another ICloud account

Hi, Sold an IPhone 11 factory wiped and unlocked by Verizon, Apple says it’s not on my ICloud account, buyer insists it is and can’t set it up, buyer is also in another country.

Any thoughts?
