Refer to Set up a Suica or PASMO card in Apple Pay

https://support.apple.com/en-us/HT207155

•Create a new PASMO in Wallet,

•Transfer a plastic PASMO card to Wallet,

•or re-add a PASMO card that was previously in Wallet via Previous Cards

https://support.apple.com/en-us/HT209494

With PASMO you need to set up two-factor authentication for your Apple ID.

If you have don't have an eligible payment card set up in the Wallet app that supports in-app purchase for PASMO recharge/add money, choose another card.

*correction: makes sure you have an eligible payment card set up in the Wallet app that supports in-app purchase for PASMO recharge/add money. If you do not, add a payment card to Wallet that supports in-app purchases, you can also try contacting the card issuer to confirm if your card has in-app purchase support. Sometimes this is blocked by the issuer when they see a charge coming from Japan and can be resolved be letting them know the charge is legit.
