My account says disabled on iTunes and Apple store, how do I enable it?

Why Accounts Become Disabled:

When your iTunes Account has been disabled, and that often happens due to suspicious activity --- Perhaps nothing on your part. They disable it for no more than Security & Privacy concerns.

Possible Reasons Could Include: 

  • Too many unsuccessful login attempts
  • VPN (Virtual Private Network) usage
  • Consistent transactions
  • Session Times Out
  • Disobeying Terms & Conditions

My payment method has been disabled due to payment default and now I want to make a new payment method since the previous account is inactive So I can pay any pending subscription on the old one but anytime i try to create the new one it gives me an error message which says I cannot proceed because there is a pending subscription on the old method and that my account has been suspended.

Kindly assist me to create a new payment method to pay for my pending subscription and subscribe new ones. Thank you
