Apple pay gives system error on pos terminal

Hi. I have Russian card which was perfectly working in Russia with apple pay, but after i moved to Armenia and tried to use apple pay with that card pos terminal shows system error and decline payment. I tried everything i changed region to Armenia than back to Russia in both apple id and settings. Still didnt work. Physical card payments are working.

Address changes

on iPhone

Go to settings>Wallet & Apple Pay>transaction defaults>address - update as needed
Go to Wallet app>tap on any card>tap three dots in corner>tap address - edit as needed for all cards
Go to settings>Apple ID (your name at the top)>payment & shipping>address - edit as needed.

on Mac

open Music>select iTunes Store on the left menu>go to the bottom where it says account>sign in>address - change as needed.

on PC

open iTunes and the rest of the instructions should be the same as for Mac.
