if you go to Settings > General > iPhone Storage, what is the primary item taking up your space?
if it's Photos, you can utilize iCloud storage to help save space, but you cannot remove the photos from your iPhone

I would really appreciate some help please. I have just purchased 2TB of iCloud storage and am uploading 48,000 pictures for safe storage. The process has been updating for about 24 hours and is still on-going. I just noticed on my iPhone that it has downloaded 60GB of pictures from ICloud and is now full. I am an old guy and not sure how all this works. I just want to be able to use iCloud as back up and sync pictures when required to any of my Apple device for viewing? Thank you for any assistance.
That's not possible at this moment. You can always send your feedback directly to Apple, though: www.apple.com/feedback
