iPad stuck in boot loop , hard start doesn’t work and iTunes restore says 4013 error
iPad stuck in boot loop ,hard start doesn’t work and iTunes restore keeps saying error 4013. Any suggestions on what I can do to get iPad out of boot loop?

Was the iPad rebooting when you attempted to restore? If so, you'll want to first attempt to put the iPad in to recovery mode.
