my phone did not have enough space on the cloud to download all pictures so I bought more space but is it not transferring all pictures to the cloud

You cannot buy more phone space as the iPhone is fixed at the storage you purchased when you bought the phone.
If your phone storage is full (or very close), the phone may not properly upload photos.
On the phone:
Open photos
Tap library
scroll to the bottom and review the current status (you'll see the number of pictures and videos followed by the iCloud status).
If you have a large library syncing with iCloud initially could take days.
