Cannot sign into itunes using my Apple ID

This is on iphone so I can update my apps

iPhone 4s, iOS 9

See this if your Apple ID is locked. If your Apple ID is locked or disabled - Apple Support You will have to work with Apple on this one.

when I put in my Apple ID in the sign into iTunes it says that my Apple ID is locked then I go to security questions put in my dob & they say that’s not right
