They have been charge me $17 every time but I'm not using any iPhone all I see is Money taken out of my bank indicating it is from apple.com/bill

Apple.com/bill took money from me? I have been charged by “apple.com/bill”, yet i don't have any subscriptions nor do i have the purchase history of this 12.96 that has been taken away from me. This has happened many times before, how do i stop it?
