I know how to add the flashlight back in to the Control Center you go to control settings and click the green plus button to add it and include it in your control center. However, the “flashlight” doesn’t even come out in the list of options to add it. There is no green button or Flashlight listed under “more controls.” It’s completely gone. Where did it go? How do I add it back?

Try restarting your iPad. I had Flashlight on my Control Center, so I remove it, closed Settings. Then I opened Settings again and it appears in the More Controls list, so I'm not sure why you are not seeing it.
I have done that already. And still doesn’t appear in the More Controls list. I am not sure why it isn’t appearing either.
I’ve already tried restarting the ipad and even reset all settings. And it still doesn’t re-appear in the More Controls list to be added.
Do you have any restrictions on for the device? That would be the only other reason I can think of that it would be missing for.
