If you cannot text, see this, If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

If you cannot make or receive calls, see this, If you can't make or receive calls on your iPhone - Apple Support

Did you activate the phone? Do you see signal on the screen? Does the phone have a SIM inserted?
