How does Apple handle stolen iPhones?

the iPhone I sent back via fedex was stolen out of the box and only the box made it to the warehouse where they insisted there was no tampering on the box. Chat support was not helpful at all and kept saying I have to pay for the phone in full. Anyone have this happen to them? I wiped the iPhone before I sent it back and took the SIM card out. Can you track with a serial number?
