The best way to properly prepare an iPad, for use by a new/different user, is to follow this process:
What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
This procedure will completely wipe the iPad - and remove the Activation Lock. You’ll be able to set-up again “as new” with your own AppleID.
