My Norton subscription includes a VPN for my i13. I noticed my phone has a 'Secure VPN' listed under the Norton 360 under VPN tab in settings.. What is this and do I need Norton's VPN? Norton will renew at about $100. next month; I can get Sophos for $140 for 3 years, but with no VPN.

There are many different opinions regarding the necessity of using VPN. It is generally useful under these conditions:
1) It is required by a school, business, or government agency and they want to protect any data related to them.
2) You conduct critical activity in public places using public Wi-Fi etc.
Otherwise, it is probably not needed (some opinions may vary).

As MrBill3 correctly suggests, unless your work or school requires a VPN, I'm in the camp which believes one is not only unnecessary on iPhone, but often causes more issues than it's supposed to solve. I won't ever use one on my iPhone, personally.
VPNs can cause issues with updates, watching videos or media in apps, etc
Some services actively block VPN connections.
As pointed out by others, I only use a VPN to access the intranet of my employer.
I personally would never connect to any wifi at a restaurant or hotel.
