iPad won’t recognize iPhone passcode

I am trying to set up my iPad. Originally I set my iPad pass code the same as my iPhone and it would not recognize my iPhone passcode. I then changed the iPad passcode thinking that that would help. It still would not recognize the iPhone passcode. I then updated to the most recent iOS 15 software update restarted the iPad and tried to finish setting up the iPad and it’s still will not recognize the iPhone passcode. What should I try next. My iPhone passcode was put in correctly.
