Every time I download a new app from the app store, old apps I have previously deleted will also re-download without me prompting it to. The old apps were purposefully deleted, not offloaded. How do I fix this?

Automatic Download Apps is probably have been enabled on your device. If you have multiple devices using the same Apple ID. download on one device will download on all other. See the pic below
