Why can’t I add loyalty cards and driver’s license?

Why can’t I use Apple wallet to store loyalty cards and state drivers license? Mine only allows credit cards and transit cards

The card issuer must have enabled the "Add to Apple Wallet" option for their card. Contact the agency, please.
