Since updating my iPad to 15.1, I tried with a couple apps (e.g. Safari) I could only view it in landscape format when I used to be able to do both landscape and portrait. If there is no solution to it, how can I revert it back to an older version.

Guided Access is something different.
Lock or unlock the screen orientation
You can lock the screen orientation so that it doesn’t change when you rotate iPad.
Open Control Center, then tap 
.
When the screen orientation is locked, 
appears in the status bar.

Just tested on an iPad Pro 12.9 inch 3rd generation running iPadOS 15.1.
Safari can view websites in Landscape as well as in Portrait mode.
Try a Force restart => Force restart iPad - Apple Support
What is in
Settings > General > About > Model name> ?
Are photos in Photos app works in Portrait/Landscape mode?
It's not found in Settings > Control Centre on any iPad model .

All in landscape unfortunately. I think it probably has something to do with my iPad being an older model and should not allow to upgrade to this new version. My iPhone XS pro works fine after the new upgrade. I really hope I could revert my iPadios could be reverted to version 14.
I do have an iPad 10.2 which I haven’t upgraded. Just waiting for a fix to the issues before doing anything.
My iPad 9.7 is 6th generation. I tried what you suggested and I could find the lock but it says ‘guided access’ which looks like a lock. When I tapped it, it added to ‘included controls’ and it didn’t do anything.
Thanks for suggesting! Tried force restart a few time without any luck. Mine is iPad 9.7. There is issue with another app which used to open in portrait but now only open in landscape.
Actually, everything is in landscape. Email, Chrome…..etc.
No issue with all Apple builtin apps
The lock you talk about is not available on either 6th or 8 th generation iPad.
