Money was taken from my card

I want to purchasing a gift subscriptions for Twitch channels in Safari on my IPad. The money was debited from the bank card, but the transaction was not passed.

I contacted with Twitch support. Twitch support answered that it is not Twitch problem and I should contact Apple Support with that problem. How I can get back my money. The purchasing was from Russia
