Go to Settings/Privacy/Location Services and turn it on for the app. If the app isn’t listed it hasn’t requested location.

It should still be listed in Settings/Privacy/Location Services.

The other possibility, when you want to reinstall an app you must delete it, restart the phone, then add it back. If you don’t restart the phone between deleting and reinstalling the app will try to reuse data left behind on the phone.

Try Resetting the Home Screen:

Important Note: If you reset the Home Screen Layout, then you'd have to rearrange it prior to how it was. So, take a few screenshots of your Home Screens so that you can remember what to download and where to place them.

1. Go to: Settings
2. Tap: General
3. Tap: Reset

I have the same issue - when I downloaded the app the very first time, it requested my permission to use the location services. I later had to delete it and reinstall the same app, but it does not request location services upon re install.

Is there anyway to delete the app from my 'cloud' so that I can reinstall it as if it was a first time install?

Why would you do this for an app that you can locate and launch, but that doesn’t have access to location services?
