While activating my new iphone 13 pro the page popped up:

Could not activate iphone

your request couldn't be processed

We're sorry, but there was an error processing your request. Please try again later.

it has been like this for 10 minutes. What should be my next steps?

This article has the steps for when device activation fails. If you can't activate your iPhone - Apple Support

”Follow these steps

Restart your iPhone.
If you're using a cellular-data connection, connect to a reliable Wi-Fi network instead.
If you get an error message on your iPhone that says the activation server is temporarily unavailable or cannot be reached when trying to activate, wait a few minutes, then repeat the previous steps.
