All Apple functions not working

My daughter's ipad basically won't perform any apple function. She needed to update a game in the app store but it says "unable to connect to app store". I have tried ALL the trouble shooting stuff as I have been doing this for 3 days. Nothing works. I can't even log out of Apple ID as it just gets stuck on spinning wheel. As a desperate attempt to fix this I tried to erase everything and restore factory settings. I followed all the prompts and nothing happened. To clarify I have TRIED everything! Wifi is fine and working for internet etc. Force close works but changes nothing. The most recent update (she has automatic updates set up) has "been requested" for 2 days. It is so frustrating. This is where is stands at the minute as I have attempted to log out of everything and am met only with yet another spinning wheel.

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch    *

Try a forced restart.

Reset Device. -

If necessary

Hard reset.     -

Do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting.      *

Restore - If you see an error when you update or restore your iPhone, iPad, or iPod.   *

Backup - Restore your device from an iCloud or iTunes backup.     *

That photo doesn't show the whole picture, there is a spinning wheel in the top bar, one by password and security and then the 2 you can see. I can see that media is turned off but just so you are aware I have attempted to turn this on, I have the password box come up, I enter the password and then it gets stuck again with yet another spinning wheel. Honestly, I am losing the wheel to live. I have read pretty much every post I can over the 3 days and watched so many You Tube videos but NOTHING works!
