What do you do when your Apple ID has been locked for security reasons and you are told to verify your identity to unlock

If it is "locked for security reasons" then in this particular circumstance you do not need to contact Apple. Apple provides self-help instructions in this document --> If your Apple ID is locked or disabled - Apple Support
