First, in regards to deleting photos from iCloud, it's important to keep in mind that iCloud Photos is a syncing service that allows you to see your photos on all devices signed in to the same Apple ID. It is not designed or meant to be used as an off-device storage solution. So removing photos from iCloud will remove them from all devices. If you would like to stop syncing your photos across your devices, you can turn off iCloud Photos on all devices, then go to www.icloud.com and delete photos you no longer want to sync to iCloud.
Second, when you delete a backup on iCloud, the data on your iPhone will not be removed, only the backup. Then a new backup will be created when you backup to iCloud either automatically or manually. You can find more information in this article to View and manage iCloud device backups.
