Time Machine external hard drive
can I partition the Time Machine external drive in order to store Logic Pro files there?

It does not make sense to partition your backup drive to store more data there. Buy an additional drive, and do not compromise your backups with storing data on the same drive.
A 2TB rotating magnetic drive can be had for about US$50, plus a toaster style holder for about US$40.
