Apple TV turn on Remote vs IPhone

Basically, when I turn on my Apple TV through the remote, the TV that’s connected to the Apple TV also turns on.

However when I turn the Apple TV on from my IPhone the TV doesn’t turn on, is it intended?

When you have CEC enabled on both the Apple TV box and the TV, then both should turn on with either method.

Control your TV or receiver with your Apple TV Remote - Apple Support

CEC on Apple TV: Settings﹥Remotes and Devices﹥Control TVs and Receivers﹥On.

CEC on your TV: see its manual. (Some TV brand may have their own name for CEC.)

Without CEC, you’ll need a physical remote that sends a ‘power on’ signal directly to the TV (probably via IR).
