my icolud is blocked
i want to mange my icloud account but i cant get it to open.
on my iphone it dosent even let me press the icould opption in setting.
it's blocked!

From the information that you have provided, it does seem that you need to agree to the new terms and conditions for iCloud on your device.
I had this similar issue, when going through settings > tap on my name > and all options for iCloud features such as find my or anything within the name section will be greyed out and unable to tap.
I had to agree to the new terms and conditions for iCloud and all features were able to be clicked again.
