How do I disable voice control completely?

How do I disable voice control completely? The top search result for "disable voice control" is "How to turn on Voice Control" https://support.apple.com/en-us/HT210417

I want all voice control disabled. Period.

But I can't get the bluetooth headset to stop bringing up voice control when I hit the hangup button a split second after the other party has hung up. Voice control does stupid things with silence/breathing/background noises like, "Facetime Matt". It's especially annoying that it doesn't ask for confirmation before waking random people in my address book.

Hi luddite2874. In order to disable voice control on bluetooth headsets, Launch Settings and select Accessibility. Select the Home button or Side Button. On the new menu, you will find Voice Control under “Press and Hold to Speak”. You'll have three options to choose from. Siri, Voice Control or Off.

Select Off to prevent voice control on your Bluetooth headphones.

When you open settings, search voice control. Tap voice control and then turn the main switch of voice control off.

If the voice control switch is already off, it may be the headset causing the trouble. Try using a different head set.

That stops voice control being activated by the home button. It does not stop voice control being activated by the headset.

I have disabled siri and voice control everywhere I could find in the accessibility and permissions settings...
