Is iPad Mini with iOS 9.3.5 capable of using iPhone 12 hotspot

Have you tried to connect your iPad to any other Personal HotSpot? Were you able to get them connected in the past? If so, when did this issue started? Do you recall anything changing on your devices around the time this issue started?
