I tried to restore my iphone after screen frozen and got messages "the iphone is locked to the owner." Went on to my icloud account and removed the device and still no luck. Can you help me to make my iphone working pls?

After my iphone frozeen, I decided to restore the iphone then messages popped up, iphone is locked to owner. Logged onto my icloud account remove the device and still no luck.
