If you weren't syncing Contacts with iCloud, do you have a backup you can restore from?

If you were syncing Contacts with iCloud, have you gone to Settings/Your Name, signed in with the same Apple ID, and turned Contacts syncing on in iCloud? The iCloud sync is very slow.
