Apple watch screen is dimmed

my watch screen is very dimmed. On the phone I have set and reset it to medium brightness and once I do that it is bright again. Then next time I look at my watch it's back to being dimmed again and doesn't wake if I raise my arm.

The same when I touch the screen, the screen turns on and for one second the brightness is low and then after a second it goes to normal brightness. Always On Display is off.
