How to enable flash?
Accessibility > audio/visual doesn’t show visual and led flash is no where to be found.

Other than iPhone, only the iPad Pro models feature the rear LED (TrueTone) camera flash.
If instead you are looking for Adobe Flash support, Flash is not (and has never been) supported by iOS/iPadOS. Adobe Flash, as a technology, has now been deprecated/discontinued by Adobe - and is no longer supported on any computing platform.
