iPhone Screen Recording button missing from Control Center even though enabled in Settings

I have followed the directions at https://support.apple.com/en-us/HT207935.

I have also researched this extensively on this community and Google and haven't found anything.

I have Settings > Control Center > Screen Recording added, but the Screen Recording button is still missing from the Control Center. The button isn't grayed out. It just isn't there.

I am running IoS 15.1 on an iPhone 8.

Any suggestions would be appreciated.
