It's not just the speed of the machine. A late 2012 Mac cannot run Monterey… period.

That is a nine-year-old Mac. Apple decided that that model does not qualify for Monterey. Apple does not say why the cutoff was for each model Mac. The oldest model that can run Monterey is the late 2013 Mac Pro (trashcan) that was the year that model was first introduced.
