Untrusted Shortcuts not possible in iOS 15?

Hi, I'm attempting to download shortcuts from RoutineHub, but get the error "Shortcut X Can't Be Opened. Shortcuts failed to verify this shortcut."


Searching, I find the instructions over and over that to do this I must go to the Shortcut settings and toggle "Allow Untrusted Shortcuts." However, there is no such button in my Shortcut settings (iPhone 12, iOS 15.1.1).


I've also found information that the button is "grayed out" unless you've run shortcuts before. However, I have run shortcuts (many), and there is no button at all, grayed out or otherwise. (There is a "Private Sharing" button, but this doesn't seem to have any effect.)


I did see one mention that this toggle has been removed in iOS 15, but haven't been able to confirm that anywhere else. Is this true, and if so, is there a workaround?
