Apple ID disabled on Appstore and iTunes

I am trying to setup my new iPhone 13 Pro. I am able to signed in my Apple ID bit could get my back up upload because it is telling me that your Apple id is disabled in iTunes and on Apple store. Since i am in Pakistan and here is way to communicate with Apple support and i can not find any online chat or email address to access Apple support

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
