Camera and photo app not working
iphone 11 is updated with newest version. Camera and photo app not working. Camera keeps blinking on and off, photo app not even loading. Phone has been restarted multiple times.

Take a current iCloud backup of the device, then restore to factory and set it up as new, not from a backup. Restore your iPhone, iPad, or iPod to factory settings - Apple Support
If the camera still acts like it is now, blinking on and off, then you need to schedule service. Use the Get Support link at the top of the page here to contact Apple, or if you have an Apple Store close by, you can call and make a Genius Bar appointment to have the device examined by Apple. Either way, they will explain your options.
