why I can’t change payment method and add new card? When I feel form with information about new card it doesn’t change address, it’s stuck to Dubai.

Change the App Store/iTunes to the new country where you are.
You need a zero account balance and you need to cancel all your subscriptions. If you have cancelled all subscriptions, but some haven’t expired, contact iTunes Support. You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country. If you have an account balance, either buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account.

Ok… I tried all day to figure out , I don’t have anymore Dubai cards and It says couldn’t find ITunes Store … I don’t have any connection to Dubai anymore, but I can’t attach new card from new country… what should I do?
You need to add a payment method from the country that the App Store/iTunes is set to. You can't use a payment method from another country.
I left Dubai 6 months ago, do I need to go back there just for set up payment method?
You don't have to physically go back there, you just need a payment method from Dubai since that is where the App Store/iTunes is set to.
