One can not downgrade to a version of macOS lower than the version that came pre-installed on the computer as new.
Further, even of one could, which it can not be done, the Machine Language in Catalina and below could not be understood on the M1 Apple Silicon CPU using the ARMs instructions

No M1 Mac can run any macOS prior to Big Sur.
Hence, they cannot run 32-bit Apps, except, possibly, through some appropriate 32-bit Intel Mac emulator.

As far as I know, Parallels will not provide intel emulation, so it will not run intel based Mojave.
Mostly Parallels on Apple Silicon has been use to run ARM64 based Windows, and ARM64 based Linux.
UTM and QEMU might be able to run Mojave on an M1 Mac. Some assembly required.
You may be able to use Parallels 17 and then install Mojave in that VM.
Now that I think about it I believe you are correct, it probably would not work.
