Apple Pay not accept any visa or debit card

In Apple ID method payment not accepting any visa or debit cards, message this card not available in this store

Apple pay isn't accepting my card. I recently had an error pop up when trying to make a purchase on the app store that said i needed to update my payment methods. I deleted both cards connected to my account and when I went to add them back one card was added but the other wasnt. When trying to add the second card an error kept popping up saying that it wasnt an accepted payment method. They are both Visa Debit Cards. Why isn’t it working?
