Will Migration Assistant change the OS

I have just gotten a new Mac Mini to replace my 2012 Mini. I want to transfer my files, but old system is running Mojave (couldn't upgrade further) and new system is latest OS. Will using Migration Assistant downgrade the OS to Mojave?

No it will not.

If you migrate during the initial setup, migration will move your user settings and data into the new macOS.

If you migrate after the initial setup, then you will end up with two accounts a new and an old account.

I recommend connecting and migrating from your Time Machine backup during the initial setup.
