How to split screen in Numbers not at header but half way down the page

In Numbers you can't split screen the way you can in Excel.
But in general you don't need to.
That is because in Numbers, unlike in Excel, you don't have to work with one big expanse of cells. You can easily break down your work into multiple smaller, special purpose tables all on the same sheet.
For good examples of "Numbers-style" documents see the templates at File > New in your menu.

You could select the rows between the top section and the bottom section, then hide them.
To remove the 'split' select any row, click the v between the row reference tab and the table, and choose unhide all rows.
