Once iCloud Services are enabled on the iPhone, the data is then shifted between iCloud and the iPhone as needed. So long as you are logged into the same Apple ID across all, then the same information is available across all, with no need to manage which data is on which device.
This sharing can also sometimes surprise, as deleting the data on an iPhone deletes it everywhere, including on iCloud.
If you are possibly referring to an iCloud backup of your device, then you will need to restore the backup to your iPhone. That will erase the contents of the iPhone, and revert all to what was stored in the backup.
