There is not any option for add card in the apple wallet. How to add card?
I am unable to add any card into the apple wallet.

Is the Wallet supported in the country where the phone is registered→Countries and regions that support Apple Pay - Apple Support
Here is a more general answer→If you can't add cards to Wallet to use with Apple Pay - Apple Support
Both of these fail to mention that if you are using VPN you may not be able to use the Wallet for cards.
