No.
So, request that Apple makes this a feature of iTunes. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what their customers want, and what changes they can make.

No. The email is the Apple ID.
Your nephew needs his own, unique email address and he can create an Apple ID starting there.

I’ll try again. An Apple ID is associated with your name, your birth date, your payment method, your address, your possessions. You should never consider transferring Apple ID ownership to someone else.
And I’ll try again, I’m sorry this is a horrible way of communicating these days. Haha. I want to delete my current ID (including all my personal info) and start a brand new fresh one using my current email address. Is that possible to do?
Realize if you delete your Apple ID, all its possessions will be deleted also. Everything you purchased in the App Store, iTunes Store, Book Store will be gone.
Your nephew will have no advantage whatsoever using this abandoned Apple ID versus getting a new one. And you will have to start over, like a person brand new to Apple’s ecosystem.
It is not possible. But since you’re the only person using your Apple ID, it should not matter.

An Apple ID is intended to be used by exactly one person. Presumably your current email is associated with your current Apple ID. The new Apple ID will be for your nephew.
