The ability to update an iPhone is depended on the version of iPhone that you have. Given that you are asking about an iOS lower than the current iOS available, my guess is you have an iPhone 5 or 5c. If that is the case, they will not update past the iOS 10.3 they currently have on them. They cannot support a newer iOS. If you need a newer iOS, you would need to purchase a new device.
