The annotate feature does not exist on Preview for me (macOS Big Sur 11.6.1 + ipad Pro 11 inch 15.0.2).
However the "Annotate" button exists when I open an item using Quick Look (https://support.apple.com/guide/mac-help/view-and-edit-files-with-quick-look-mh14119/mac)

I was really confused about how to annotate a file on Mac using iPad and took a long time to figure this out. Putting this post here to help others and my forgetful future self.
Not sure I understand. An iPad doesn’t run macOS. While similar, iOS and macOS don’t implement certain things in the same way.
